James M. Milligan, Jr. was born in Quincy, Massachusetts in 1973. He is licensed to practice law in Massachusetts and the Federal District Court of Massachusetts. Mr. Milligan has been in private practice since 1998. Prior to private practice in 1998, he prosecuted cases for the Plymouth County District Attorney's Office, the majority of which were Drunk Driving (OUI, DUI, DWI) cases. Additionally, prior to private practice Mr. Milligan was an intern law clerk to Superior Court Justice Carol Ball and Superior Court Justice Peter Agnes.

Mr. Milligan is a member of the National College of Drunk Driving Defense (NCDD), the National Association of Criminal Defense Lawyers (NACDL) and the Massachusetts Association of Criminal Defense Lawyers (MACDL).
